On February 28th, during the historic resolution process meeting, which had been conducted in the Dolmabahçe Prime Ministry Office with the participation of the government and HDP representatives, Öcalan’s calling directed at the PKK had been announced. In his calling, Öcalan was inviting the PKK to gather an extraordinary congress in the Spring in order to lay down arms, and, make a strategic and historic decision directed at swapping armed struggle with democratic politics.
Actually, with the intention to successfully end the resolution process before the general elections on June 7, 2015, and for Qandil to end the armed struggle in Turkey and lay down arms, Öcalan’s text had been transmitted to PKK via HDP in the beginning of February. However, after Öcalan’s text had been “vetoed by Qandil”, and, Qandil’s objection despite the consent between the HDP and government officials, Öcalan’s historic calling had been announced with a delay.
İmralı did his part related with the “disarmament calling”, while President Erdoğan was on his way to Saudi Arabia. However, Qandil’s and HDP’s attitude related with the 10 clauses prepared by Öcalan, the contradiction in between, the point arrived, and the announcement that it’s a threat against the tranquility and safety, all seem to be important from the point of both sides’ perspective on the resolution process and presenting their sincerity.

Without a doubt, it’s known to all that 12th President Erdoğan and MIT Undersecretary Hakan Fidan are the most important actors in the success of the resolution process and carrying the Turkish-Kurdish alliance to the Middle East. Hakan Fidan’s re-assignment to his MIT Undersecretary position has been an important gain from the point of the resolution process and struggle with the parallel structure. The resolution of the issues related with the resolution process within mutual trust between Öcalan and Hakan Fidan seems to possess a dynamism, which will contribute towards the peace and brotherhood project that is nearing a finale and will tolerate extremisms.
By their political agenda survey, ORC Research Company revealed that the public support towards the resolution process is gradually increasing. While the “disarmament calling towards the PKK” after the Dolmabahçe agreement increased the support towards the resolution process, the support rate, which had been 65.7% in February, increased 2 points in a short time and reached 67.5%. This puts forth the importance of Öcalan’s possible announcements in Newroz 2015 at Diyarbakır in his own voice or via live-video.
Some commentators that support the process are evaluating Öcalan’s “live-video” annoucement as “making concessions” to the organization based on the possibility that it might open the door to other endless demands. From the point of forming the public support, Southeast Turkey being in the first place, as the third leg of the “Peace and Brotherhood project” and creating a community sensitive against provocations, this cannot be regarded as capitulation. If an evaluation is absolute, then we can call this the government’s strategy “to strengthen Öcalan’s hand against Qandil and the organization”.
Domestic and foreign forces, and enemies of New Turkey, which are mobilized with the aim of setting a Kurdish-Turkish or Kurdish civil war in Turkey by sabotaging the Resolution Process, had targeted the political rulership, which is the guaranty and backbone of the Resolution Process, in their February 7th attempt, Gezi incident, December 17th coup attempt, October 6-8 Diyarbakır, Kobane and Cizre attempts.
On the other hand, in the past, some psychological war methods, which included conspiracy and black propaganda, activated with the objective to break Öcalan’s, which forms the second leg of the Peace and Brotherhood project, trust towards the process, and discredit him in the eye of Qandil and Kurdish community by breaking his reputation and authority. Despite all these negative developments, Öcalan continued his “Resolution Process willpower” by risking his leadership in the name of having Resolution Process reach success.
The Resolution Process had been tested for two years by various occasions and overcame all them by becoming stronger as a result. Some rusty cries from BDP, Qandil, KCK and Europe, had been muted as Öcalan took the initiative and determinedly put forth the fact that he is continuing the Resolution Process' willpower.
