Is the resolution process able to shoulder democracy?

Turkey"s Kurdish question has a different aspect comparing it to England"s Northern Ireland question or Spain"s question of the Basque France"s question of Corsica.

There is a set of requirements to re-consider the revision of the betterment and the resolution process for Turkey along with its main political and administrative body. These are the spread of Kurds on the Turkish territory and the demands of Kurdish politics, the historical sensitivity of the Turkish political system, and the agreement of both sides on the conceptualization of the new Turkey within the scope of a new democratic integration.

In other words, the permanent solution for the Kurdish question, which will not dissolve the unity of the country, does not simply have to do with the regulations pertaining to the Southeast region of Turkey where the inhabitation of Kurds is intense. This will require all the above to be expanded across the country, their standardization, the renovation of the political fabric accordingly and by signing a new republican contract.

To give an example, if we apply the reinforcement of the autonomies or the local administrations not only to the Southeast region of Turkey but all Turkey, this situation will signify a great reform in a centralist system.

The definition of the citizenship, which will bring a change in the constitution, and the re-organization of the representation and the political symbol in the public and state life, and the education right in one"s own language also apply as "sine qua non".

The expectations of the Kurdish movement indicate the same gateway. There are three visible main goals of the Kurdish political movement. First "to be taken as a partner", "to be recognized", "to be treated as the representative of the Kurdish question".

The second of these principles since the 1830s either this way or the other way is moved by "the satisfaction of the self determination" which leads to a series of politicization or rebels. Therefore, the most important argument that waits on the table is the reinforcement of the local administrations and local autonomies. Concerning the question of autonomy, the Kurdish movement, which will be satisfied in the first phase, is possible with the acceptation of the European charter of local self-government. Then probably in the advanced steps, it will propose the preparation of the constitution by means of politics.

The third will be the transition from weapons to politics: that is, into the disarmament, and the questions of amnesty and integration. On one hand, while the question is the withdrawal of the organization outside Turkey and the repatriation of the PKK members and their civil teams and their integration, on the other hand, it is also the status of Abdullah Öcalan and whether he is provided the right of freedom of movement.

The steps, which are going to circulate around these three questions, will lead to upheavals in the paradigm of the Turkish political system. In a country like Turkey, where an extreme centralist administrative structure is operating, the delegation of authority to local administrations will become possible through switching into decentralization. What the AK Party proposes with the presidential system should not be understood in any other context than this.

To put in short, a permanent and ideal solution opens a new and big page for democratization by going beyond the Kurdish question in as much as it is required to bring the regulations to the constitution and great upheavals.

That"s why many observers and interpreters today tend to see the Kurdish question not as a reason for blockage in the system, but from the complete opposite view, a carrier for democratization.

In Turkey, it is an important thing to consider the Kurdish question per se as a bearer of a solution for Turkey"s problems and this perception has an administrative and instructive quality, which gradually spreads in the liberal and democratic circles.

Today, the democratic politics require and push us to define this process

Compared to the empty opposition, this is the correct way to go.
