What point have we reached in the Resolution Process?

If we glance at the government’s and HDP’s statements, we are making no headway.


The government especially avoids pronouncing the “negotiation” word. On television, even the Prime Minister is abstaining from using the “side” word. The statements, which index the Resolution Process on just disarmament, are being repeated on all levels of AK Party.


As for Qandil and HDP; they are backdating the moves that will be taken by the government and implying that the 10-claused draft will be the pre-condition for disarmament. They are abstaining from stating the simultaneous moves idea.


The sides are arguing over who is taking a step back as the 10-claused text is becoming finalized, rather than arguing over the text itself and what it states.


AK Party states that they’ve changed 60 percent of the original text presented to them, and that Qandil is causing problems despite İmralı. As for HDP, they are emphasizing that the government is not leaning towards confirming the text; thus, the problem is being based on that, and the government reached this point by taking a step back. The commentators, who are severely defending the opinions of the sides, are fueling this argument. This display is not suitable with the scene that was revealed on Saturday.


As a matter of fact, we think that the biggest factor, that formed this picture, is the “introverted politics”, “sides’ talking within themselves” and even “their concrete or possible internal arguments”…


Let me put it this way;


The government doesn’t want to project an image of a body, which capitulated and accepted the idea of negotiation, right before the elections. They are doing this from the point of their own base and also against the claims of political parties like MHP. Thus, the governing body prefers to act like the 10-claused text, which had been the point in question in the official statements, doesn’t exist, as if the existence of those clauses is just an ordinary development. As for the Kurdish Movement; they don’t want the Dolmabahçe announcement to sound like a declaration of disarmament,  thus having a single sided pressure on them. Thus, they are raising the bar in expression, from Qandil to HDP, and preserving the tension language.


The mistrust is ongoing, that’s for sure….


So does the uncertainty. Because, how those 10 clauses be fulfilled, that’s still not certain…


However, this is not the “big picture” indicated by the developments in Dolmabahçe. The 10-claused text that had been read on Saturday is the new, basic and even first founding element of the Resolution Process. That text declared; what should be done, what are the agreement matters that will provide a permanent solution, and the frame of both sides’ conservations and meetings on this matter; to be public. Let us underline this; These 10 clauses had been shaped essentially over the road map prepared by Öcalan,


and point at three matters:


It had been registered that the problem has two sides.

Within this frame, it has been stated that the Resolution Process will continue over negotiations.

From the point of the process’ functioning, it had been registered that there is parallelism between the disarmament and the steps that will be taken in the Kurdish issue (ranging from the citizen identification to self-governance).

As I’ve said yesterday, all together all of those are referring to the concrete beginning of a great resolution march.


This is the basic difference between Spring 2013 and Spring 2015.


There is no doubt that there will be ups and downs, and, deadlocks experienced in the process.


However, what’s essential is exceeding the gap and breaking a new taboo….


A distance is being covered on this matter with the silent support of the community.


I think that the June elections will significantly be proving this.


If the sides don’t exaggerate the conflict language, if HDP doesn’t take on an attitude that will scare the Western voter, if some corrections can be done on some clauses in the Internal Security Law, then the point reached in the process will be providing great benefits to both AK Party and HDP in the upcoming elections.


In this case, the resolution process will be spread to the public and political arena, and, the constitution arguments will continue over this.

This is the latest situation.
