Regional digital minister cites security concerns, links decision to Makhachkala airport unrest of 2023

Authorities have blocked the messaging app Telegram in Russia's Dagestan and Chechnya regions, citing security concerns, Dagestan's digital development minister announced Saturday, as reported by the state Tass news agency.

“The decision to block Telegram in these two regions was made at the federal level based on recommendations from law enforcement. The platform is frequently used by adversaries, as seen during the unrest at Makhachkala airport,” Yuri Gamzatov said, referring to a 2023 incident, adding that the ban could be lifted in the future.

Service disruptions on Telegram have been reported in parts of the North Caucasus since 2024. Gamzatov advised users to switch to alternatives, mentioning the VK messenger as an option.

On Oct. 29, 2023, mass riots erupted at Makhachkala airport following the arrival of a flight from Israel amid heightened tensions in the Middle East.

Protesters caused damage exceeding 24 million rubles ($265,000), targeting airport property. Authorities reported attacks on 30 officials, with 23 sustaining various injuries.
